You can start it by jumping two of those connections, but I can't recall which ones :)

IMO you should just tape 'em off and forget it. My old '76 had so much extra wiring from smog crap, alarms, and stereos over the years it drove me nuts. I just taped it all up and zip tied it out of sight.

My '70, OTOH, is nice and simple. No one ever butchered the wiring so I have no problems.
