"L" is the alternator light charging the system. If it's flickering on at low engine speed (slow idle), that's normal too. If it doing the flickering at higher engine speed, then you need to check your fan belt, alternator, or voltage regulator.
We need more information on when your fuel gauge stops working. The up and down motion of the gauge needle probably happens when you have your turn signal on. That's probably due to a bad ground on the fuel gauge portion of the instrument cluster. There is quite of bit of information in the archives on how to fix that problem. Use the archive search engine to find it.
