If the car is good other than the body rust, take it, buy a rust-free shell (about $1000) and put all the mechanical parts from the rusty car into the good shell. Or, if you're on a budget and the rusty car is not dangerously rusty (i.e. it is structurally sound), just get it running and drive it til' it rusts out from under you.
