Try Todd's ideas. You might be to put the struts in a vice first. Ever seen a dent puller with the sliding weight on the shaft. You can rig up something similar and put the shock nut on with a suitable washer and 'pull' it out that way.
Also, with the right grip with large channel lock pliers, you might be able to lever the shock up a little at a time using the top edge of the strut. Be carefull not to damage the threads. A plumber's pipe wrench might also work if you can get a good grip on it. Turn it around enough to loosen it up. Try turning it upside down to drain any oil and squirt some WD40 or solvent in there.
Geez, some shops. They're either stupid/lazy or want to hose you for new parts and more labor.
