Fastners are generally sized by their nominal thread diameter.

I always try to find the thinest stainless steel washers when I try to position the calipers. That way, you can incrementally stack up one to three washers (.030" if you can get them) to get closer to the ideal thickness needed. Stainless steel for the obvious reasons.
