Take it to a shop that can put it on a diagnostic and let them adjust the carb so it will pass. They have the benefit of adjusting it while it is being tested.

I did this after tinkering with my '68 and failing twice. It cost me under $60 for the adjustment and it ran like HELL all the way from the shop to the testing facility. Although when all was said and done it passed with flying colors. After passing the test I then promptly pulled 1/2 a block down the road and readjusted the carb to my liking (ran great!).

Another word of advice... don't wait in line to be tested to long. Go early or when it is slow. Having the car warmed up is good but having it idle for 15-20 is not.
