I had both inside panels off last winter (cleanup and replacing speakers - PO cut the panels) and there was no waterproof sheet inside.

Is this something necessary?

condensation from forming on the inner surface of your door panel which causes it to rot. condensation is due to temperature differences between the inside and outside of your car. This vapor barrier is also used in exterior wall construction in buildings.
