I have a 32/36 Weber (in North Carolina). If I don't pass, I lean out the idle mixture, adjust my idle RPM to as close to 1100rpm as possible. Thats the legal rpm test limit here(hint from my inspection man- says it may be harder for the machine to read if it's exiting faster)

If it still wont pass consider retarding your timing
