Sounds like the steering lock is jammed up. The contact is unrelated. Have you remove the column recently? Try turning the wheel hard against the lock and turning the key. Try both directions. Or lift the front end to relieve axial pressure on the steering column. It may be possible that the other wheel when tightened down is pushing or pulling the column through the housing allowing the lock to release. If this is the case the shaft is not being held properly within the column housing. If I remember correctly the keyway on the shaft for the lock is only so long and might be pushing against the column lock thus keeping the lock from releasing. My car has been apart for a long time so I can't quite remember.
