Here's a tough question that I've haven't gotten a consensus on from several mechanics and several enthusiasts, and wanted to see what people in the Forum had to say...
I'm in Washington, DC, where there is no emissions exception for my '73 2002. The Hydrocarbons ppm limit is 1200. My car came in at 4000. My CO count was fine. What is the most effective way to deal with this problem?
1) Replace my dual SK Racing carbs with sidedrafts with a single Weber 32/36 and downdraft?
2) Add a catalytic converter?
3) Something else (besides a tuneup)?
