You have serious ignition problems. High hc's are caused by one thing - ignition problems. There are two exceptions to this; a mixture too rich to support combustion (ruled out since you passed CO's) or a lean misfire. What was your CO count? Otherwise you have a serious misfire. You should check the following: timing, plugs, wires, cap, rotor, coil, check for low compression, even valve timing. Are you getting battery voltage to the coil? Check everything that has something to do with sparky spark.
