Assuming that you've been keeping the car tuned up, the usual stuff, cap, rotor, plugs, fuel filter, timing, carb and valves adjusted... You should be able to pass...

Ok now for the "you didn't read it here..."

Go to the local auto parts store. Buy a can of "Heet" gas line antifreeze. Add it to between 1/4 and 1/2 tank of gas. Go pass emissions test, fill up tank, drive on! This is what has worked for me in the past. It's the $1.39 solution!
