Otherwise, follow the advice in the subject line, use a good center punch, a NEW drill bit, and take your time. As for the fastener type, I used a special internally threaded rivet that once you swaged the insert in place, the rivet had an internal thread that you could thread a fastener into. It's called a rivetnut.
There are other similiar type of inserts that you can use. Check your local automotive or hardware store.
Also, be sure to add some sort of rust protective paint to the edges of the holes before installing the insert.
