Another way to get the arm off. This really works well, but you have to have a puller. Mine is the 2 jaw type with the jack screw in the middle, but it is a good one.

Put the puller on the arm and put some good force on it, enough to pull the thing off in normal circumstances. Get out your simple propane torch and start heating the arm where it goes around the splined shaft (donít heat the shaft directly). After a minute or two, whack the heated area with a hammer. The arm will very likely move. If not try again as many times as common sense allows.

I have removed a half a dozen of these things this way and have never ruined a shaft seal. Usually comes free on the first whack.
