Found some spare tire well rust.... (archive)

It looks pretty rusty, not all the way through, but in some spots it looks really close. How hard is it to replace this well? Since I will be turning this into a track car what about cutting it out and patching a flat piece of sheet metal over it?

Also there looks like a hole near the driver side rear of the tire well, a drain hole? Well its actually not a hole put a "flap" of metal cut in a circle with about 25%? connected. Is this always there?
