When you turn to start position, power goes directly to the coil, bypassing the resistor. When you let it go to on position, power goes thru the resistor to the coil. So a broken resistor will do this, or it could also be wiring going to it. Put a jumper across the resistor to test it, if it runs you have a bad resistor. Or test it with a meter.
