What does "Static Timing" mean, is it zero degrees advance at 900rpm?

My pulley has only one notch does this mean it is the TDC marker?

When I set the timing w/ it I can not see the ball in the flywheel edge, are these to markers in alignment?

I've got glimpses of the ball so I know it is visble.
