Although I do not know of any associated legalize - I believe that the only impact accumulated mileage should have is on the warranty. When you buy your car, the effectice warranty begins on the date you sign for the car and that date should be in you warranty booklet as well as the existing mileage on the odometer. Hence, the time and mileage criteria for making warranty claims should not be affected by ANY accumulated distance or even how long it sat at the dealership.
My dealer does not allow test drives in vehicles other than demonstrators and legally, he sells the latter as such. This affects the new car replacement premium on the insurance - since in essence a demonstrator is NOT a new car.
