On the E36, the foglights are very low as you state. Anyone who has a recent E36 with fogs will tell you of at least one experience where the lenses crack for seemingly no reason. Well, the reason is: If they are on for any length of time they get VERY hot. When cold water (from rain) splashes on them they crack. Current replacement price is around $80.00 each over the parts counter. That means you still have to install them too. Anyway, it looks like they corrected the problem by moving them higher and away from the road. Believe me...it's a good thing :-)
: You are correct on the fog/xenon issue. I really do not think that BMW will change the front grill for a while. On the E36 body, the 92 through 93 models had a different airdam. Then in 95 BMW changed the front airdam to look more sylish. But I do remember that the foglights were lower on all E36 years, regardless of the airdam redesign. There must a reason they raised them, but does ANYONE know?
: If you are going to put yellow lights on the E46 foglights, they will look very funny on the car. Yes, the yellow frequency is ideal for fog conditions, but now days, not too many carmakers (other than Lexus maybe) are willing to put them on as standard equipment.
