I don't think the second point is correct. If the fog light is projecting the same pattern over the same area of road, the amount of light reflected back at the driver isn't going to change much with a small change in height of the light (as long as it's below the hood line). The higher fog light can be angled down more and still cover the same amount of road. It isn't obvious that moving the light to the higher position wouldn't be better...
