When a patch is applied to the inside of a tire,it does not keep water from entering the hole that the projectile made. Water will enter there since tires are not self sealing and can rust the belts. I would rather use a plug which seals the hole than leave the hole open to the environment. I really don't put much credence in your wicking theory and even if it is correct, I think less water will enter than if the hole is not plugged.
