My '95 had the same problem, this is a known issue with E36's. I think it has to do with the seatbelt switch. In my case, the service department told me it was the pyrotechnic cylinder under my seat, with has something to do with the seatbelt tensioning system. If your car is under warranty, they will fix it for free....if not, it's around $140
