Your question implies you haven't driven a BMW. My suggestion is to drive one, and of course, also drive the Passat.

These cars are both excellent cars, but for different reasons. But they are NOTHING like one another.

The BMW with DSC is better than Passat's FWD for accellerating the car. As far as safety once under way, you'll find that the 50/50 balance of the BMW is as big or bigger advantage in handling on snow and ice as it is on dry roads. If you're really concerned about this, get a set of good snow tires on all 4 wheels.
