I don't feel there is any reason to downshift when coming to a light. You might as well spare it the extra wear of downshifting. In my 'normal' driving, I downshift for every turn. If I was on the highway, and about to turn off a 3rd gear exit, I would downshift to fourth than to third. I assume no harm would be done if you shifted into neutral and then into third when you reached that gear's range.
