When you downshift, it wears your clutch. When you use your brakes it wears your brakes. Which are the cheapest to replace? The only time it makes sense to downshift is if you are going down a steep grade and you are afraid your brakes are starting to overheat. Then the additional braking from the drivetrain can take some of the strain off the brakes.
