Aside from the legal and ethical considerations of misrepresenting yourself as your employers HR department, you simply can't call BMW up and say that you're the HR department and they rush you your check. Your HR has some paperwork they have to fill out and they have to agree to promote the Corporate Purchase Program actively at least twice a year. If you've got the kind of money that you can afford to lose your job and still pay for your BMW, then you really don't need the $1,000 or $500 that bad and conversely, if you need the money that badk, you can't afford to lose your job which you surely will do when your employer finds out what you've done. And then of course BMW could make an example out of you and press criminal charges
