I my experience, the VIN is assigned upon completion. My dealer alerted me with the VIN on the Monday following the Friday build completion of my car. I didn't notice a lag on information like Ran did.

Ran was right with the info the dealer can get. My dealer also said that he would 'hot' code my car. I orginally believed him, but Jack's car arrived in port same day as mine. His car was at the dealer(in Boston) 2 days later. While my car was at my dealer(10 miles from port) 6 days later. It might be that there is a hot code. My car was ordered much later than Jack's, and I would assume older orders get priority.
