Hi everyone: I'm the internet coordinator at dealer in California, and perhaps I can clear a few things up for you. The serial number is given to the car at the factory prior to the actual production. Yes, there is an "expedite" code at the VPC (vehicle processing center), but it doesn't always work due to trucking schedules.
