From my experience with body shops (assuming $70/hr) I'd say...

1 hr labor to install the spoiler ($70)
2.0 hr labor to prime and paint ($140)
Materials - Paint($150)

Total = $360 MAX

And I have been very generous, do NOT pay more than $360.
