I had the exact same problem w/ my 99 323i. I was never confident that they would fix the problem instead of making it worse so I never fixed it (I've had numerous other problems in addition). I traded the car in for a y2k 323ci. Interestingly, I'm not experiencing any of the problems I had w/ 99 323i. That is, no hesitation off the line, no clutch vibration, no steering wheel twitch on hard braking, etc. The car feels a lot more peppier since I don't experience the off-the-line hesitation.
