Clicking noise behind dash in footwell area (archive)

I've been having a click type noise coming from behind the dash in the drivers footwell area when going over bumps at low speeds (below 30mph)

I've brought it into the dealer twice and both times they blamed it on electrical wires behind the dash "rattling" and put some felt tape around it.

That did not fix the problem. I asked them to check the suspension, and steering components in that area of the car but they refused to do the work, siting that it can't be caused by either of those.

Anyone else have this problem or heard of it?

I saw similar complaints on the 5 series board and someone mentioned replacing the shocks and rotor/pads made the noise go away. Could this be the same thing?

BTW car has 29k miles, noise developed around 15k and is getting worse.
