You'll lose things like radio presets and seat memory, however it won't effect OBD II or ECU's. These are designed with hard chips, just like a home computer if the power goes you lose all installed software but the basic stuff still remians. Simply, you'll have to reprogram all those gadgets again, but the car will run just fine after a few minutes (the EMC needs to reset).
As far as OBD II memory it will erase, but if something is still wrong with the car it will register it once the battery is reattached. Note: OBD II is a monitoring system not a recording system (unless you own a GM product). Simply once the problem is fixed OBD II no longer "cares".
