I am not sure about other countries but I know that in France and Greece you are required to take 50 hours of actual driving with an instructor. They do not focus on dynamics but they do make you drive fast and in all conditions and teach you all the good habits and how to be aware of what is going on around you and to anticipate problems. Way to many american drivers think that if they drive the speed limit (or whatever speed they consider safe e.g. speed limit + 10) nothing can happen to them and when something does happen they are unable to react. I have heard so many people say "I didn't do anything!!!! I didn't do anything!!!" after plowing into a car when they could have easily avoided it if they had done something (pay attention before situation got critical, taken evasive action, etc...)
