: they don't seem to make much difference in lighting up the road. If you look at the lights they are brighter to look at than the head lights (low beams) but don't light up the road further than 5-10 feet in front of you. They are basically, just bright lights positioned low (below the fog) so that others can see you coming. I think they are there for look equally as much as for function, at least in the US.
