... then you know that the DMV charges an outrageous fee for doing so (over $300).

There was an article in last week's Chronicle that an appeals court had ruled that the fee was discriminatory and unconstitutional, and that refunds should be given. The DMV has refused to notify anyone who paid the fee about the refund. You need to apply for it yourself.
