Fog lights are supposed to light up the road a short distance in front of the car. They are more for lighting up the sides of the road during inclement (rain/snow/fog) weather.
During heavy fog conditions, light will not travel very far regardless and will only make it more difficult to see closer up when they are brighter or have a more focused beam.
