While police (at least in SoCal) usually won't pull you over for that, if you get caught for another violation, they'll most likely give you a fix-it ticket. Of course, you can always avoid that by following the laws to the letter, but, from my experience on the roads, that's not very common.
However, the thing I see/here about most often is metermaids and parking attendants giving out fix-it tickets. For some reason, that's one of their most favorite things to do.
My sister's '92 ES300 doesn't have the license plate up front, and she's been warned for it. A cop almost gave me a fix-it ticket for it, but I was able to convince my way out of it (he was already giving me a speeding ticket, so I guess he was taking mercy on me)
Although I like the look of the car- and cars in general- without the front plate, I don't need any more conversations with the police (one is enough, thank you very much), so I'm just going to put the plate up there.
: Ok ... so what's the deal? I don't like the front license plates and would prefer not to have them fixed. Do I have a choice in California (sfo bay area)?
