I asked my cousin in England, where the speed limit is somewhere around 80 mph, and the cities (especially London) have ridiculously narrow roads and massive over crowding, about the rate of accidents over there, and he said that they were about half of what SoCal's are (he used to live here), and that the fines were much less severe. Let's see, we have the strictest auto regulations, but have more accidents per hundred people than everywhere else; and we have the strictest alcohol control laws, but have a higher percentage of alcohol abuse among teenagers. Anyone see a trend?
