You'll find these all over the place unfortunately. I can think of three roads like this on Long Island without even trying. . .

Stop signs and traffic lights are NOT speed control devices; They are traffic control devices. On roads similar to what you described clearly posted limit signs with highly visible enforcement is one of the most effective combinations at slowing down traffic.
"Speed traps" and handing out large numbers of tickets serve mostly to increase revenue (as you pointed out is the case here)
