Regarding the Xenons, I am not sure what would BMW consider as tear and wear vs defect. And you are right, they are quite expensive to replace.
I can see BMW claiming that if a Xenon breaks after 4 years, it will be treated as normal wear and tear. Thus, extending the full maintenance for an extra year may be worth it.
I have to take back my words on the issue of extended warranty. I don't have the letter from my dealership in front of me, but I vaguely remember it provided an option for extending the warranty. You may find out that an extended warranty exclude a lot of items. So, better check it carefully.
