NO. Turn off climate control very much turn off the vent.

The rotary dial is the "temperature air mixer". Using your example, air before entering the cabin will be about 60 deg. The dial allows you to change the temperature of the air "slightly" as it enters the cabin. So turn it to the hold position will give you air warmer than 60 deg.
