not necessarily turtle wax, but the type of product you use before waxing. if you've got the time or just an absolute car nut, to do it right would mean this is a multi step job. first comes precleaning with paste and/or clay bar, then swirl removing/filling, and finally waxing. they are products for all 3 steps and they can be found from one company too. but during the swirl removal, you can also use something called glazing afterwards and prior to waxing. this stuff is supposedly going to give you that wet look. i believe it has emolients and hard to pronounce substances like this that gives the paint that shine we all are after. many companies make this product, so check it out. similarly, you can try eagle one's wet look polish system. i think it's simpler and only involves maybe two steps, or just one. pretty sure you should preclean and then use their product, and that's it.
