This sounds a lot like the dealer-installed urethane plastic films. (Go to www.stongard.com to see what it is all about. Invictashield is another name.) 3M makes all of the films that I have heard about. It seems to be a really good product. Installation is tricky (similar to window tint on a curved surface)so make sure the people doing it have experience (ask to see their other work). It's thick enough that it will prevent chips. A really big rock (maybe a half inch) will still do damage, however, because the metal can still be dented. The product isn't 100% invisible, but it's close. It's very hard to see on medium and dark colors. It shows somewhat on white (very slightly yellowish).

The permanent headlight shields that you may see advertised here and there are thicker versions of the same stuff.

Since the material is an adhesive film, it is possible to remove (but not reinstall) it.
