It is the Dealer, and my dealer after explaining that he was required by law to do it in Connecticut, then supplied me with a little kit, with custom screws and caps that cover the holes. Not as good as not drilling, but they are hard to notice with kit. There was no charge from my dealer. I probably have some extras.
