The ground will retain its temperature (cold or hot) better than the air will because the air has convective heat transfer--its molecules are always zigzagging around and sharing their energy with each other. But the ground is solid, and thus does not give up as much heat (or take as much heat from) the atmosphere.
FWIW, I've never seen ice form at 37F, however. Never hurts to be cautious.
