Oh, Ok. I'm a southlander (South Texas USA). The ground never freezes here. Bridges get cold enough. Then everyone stays home.

: This is exactly how "black ice" is formed: When the ground is still at a below-freezing temperature and the air is slightly warmer. Typically this will happen in early-morning but could happen at any time during the day.
