What kind of a stupid shit would consider doing this to an E46?

The answer is PICK YOUR OPTIONS WISELY. Xenons are only $500 MSRP from the factory. No one blinks an eye paying bucks for wood trim, leather, moonroof, HK, CD changer, etc., but a lot of people pass on the Xenon option, only to ask if it can be put in later.

If you were too stupid or too cheap to put it in from the beginning, too bad. Yes, some companies do put out retrofit kits, but they are expensive and a pain in the ass to put in an you better hope that it comes with self levelers, cuz you'll be blinding some oncoming traffic.
