What is Training & Systems Fee on Invoice? (m) (archive)

My dealer faxed me a copy of the Venicle Inquiry - Wholesale, purportedly listing the cost to the dealer. I have a few questions for the gurus out there:
1) What is the $160 "Training & Systems Fee" listed on this report? It is particularly strange because the listed base invoice price is $160 less than what BMWNA earlier released.
2) Does this report accurately reflect what the dealer is paying for the vehicle? If not, where or what are the errors?
