The "Training & Systems Fee" is part of the price of the car (i.e. non-negotiable). It is a line item charge to cover the costs of information systems / dealer communications hardware, as well as the training of BMW Center personnel.

: 2) Does this report accurately reflect what the dealer is paying for the vehicle? If not, where or what are the errors?

Yes, what is printed on the actual invoice, or on the BMW DCS "Vehicle Inquiry - Invoice" is the true cost of the vehicle (barring "marketing allowances" that are sometimes provided in an effort to move slow-selling models).
