It CAN'T BE DONE.
No matter what. When you register a car from out of state, YOU MUST PAY THE SALES TAX of your region (ie: NYC 8.25% Westchester 5.75% NJ 6%)
You can get a better PRICE for the car BEFORE tax by buying out of state but once you "import" it to your state when you go to register it, YOU WILL HAVE TO PROVIDE THE BILL OF SALE. The DMV will then collect the state/county sales tax(es) due.
